[Dx4win] DX4WIN.CTY country file Release #17.11 - 20 October 2017

Jim,
I am running V9 (in demo mode as still waiting for my key, guess the time
difference doesn't help).
I am also running V8. When I run the updater, it updates V8 but not V9
(example RI1F now correctly mapped in 8 but still not in 9). How do I point
the updater to process on V9?

The update procedure for DX4WIN 9.01 is different.  We will have to wait
until Paul makes the new country file available via "Help | Check for
Update".  I hope he will post an announcement of that on the DX4WIN
reflector.

This release fixes the RI1F problem that some may have noticed.
