[Dx4win] DX4WIN.CTY country file Release #17.11 - 20 October 2017

The update procedure for DX4WIN 9.01 is different.  We will have to
wait until Paul makes the new country file available via "Help | Check
for Update".  I hope he will post an announcement of that on the
DX4WIN reflector.

This release fixes the RI1F problem that some may have noticed.
