[Dx4win] DX4WIN Data Updater v. 8.04 released

I have released version 8.04 of the DX4WIN Data Updater.

This is a bug fix release.  Here are the release notes:


    8.04 - 8 April 2016

    Bug fix: Crashed if date in NPOTA events calendar was 0000-00-00
    Bug fix: Convert UTF-8 characters in calendar events to ASCII

Both of these failures relate to adding ARRL NPOTA activations to the
DX4WIN Calendar.  If you ran the updater today (Friday 4/8) you may
have run into the problem.  It will start downloading updates, then
seem to freeze.  Clicking the Exit button will exit the Updater, but
it won't perform any updates, even if you run it again.

Due to the nature of the problem, it may be difficult to update the
Updater itself if you have the NPOTA box checked for the DX4WIN
calendar.  There are two ways to fix this:

1.  Run the Updater, click on Calendar, then uncheck the NPOTA box.
Then click on the Update button.  This will download the new version.
Then the next time you run the Updater, remember to click on Calendar
and check the NPOTA box.

2.  Download the full installation program from the web page above,
and install it on top of your existing version.  Your update settings
will be preserved.

Please report any program bugs or documentation errors/omissions.
