[Dx4win] icom 7800 split FINALLY FIXED ( i hope)

Bill, such a rig file has existed for a long time. This feature was
added to the IC-7600/7700/7800 command set several years ago.  ON4AOI
has tested it.

Look on http://dx4win.ad1c.us/ for a link to either "Radios" or
"Rigs", the file is there.
