[Dx4win] DX spotting using CCUser

With only CCUser running (v. 2.448):

Spotter settings in CCUser are as follows:  In Country:  K checked and
green, Spotter Cty selected, Pass selected, All bands selected.  In State:
WI, IN, IL, MI, and MN checked and green, Spotter State, Pass and All band
selected.  Tell Cluster done at all stages, more than once.  (Ask Cluster
tells me my settings are as I want them)

Results:  spotters are from all the U. S. call zones.  In others words, the
filter is not limiting spots from spotters in W9, W8, and W0 call areas.

When I start DX4WIN with CCUser already running, DX4WIN appears to blow
away the CCUser spotter settings.  I get spots from spotters all over the
world.

What am I doing wrong?
