[Dx4win] DX4WIN UPDATE

As I'm not very active these days and don't really chase awards any 
more, DX4WIn still suits my needs.  If I were more active and chasing 
awards, I would have looked elsewhere about 5 years ago.

I predict the next update will be a patch to keep it working with Win9.
