John, you have two programs running that are trying to access the same
serial port.  This can happen if you accidentally try to start DX4WIN
twice very quickly.  That will also usually cause configuration
corruption.   Unless you are familiar with the Windows Task Manager,
re-booting is the easiest way to fix the problem.
