[Dx4win] no psk31

Hi Peter,

DX4WIN needs exclusive access to the sound card.  You have to have a
second sound card to operate PSK31, or un-assign the sound card from
Windows (don't ask me how).

I think if you right-click somewhere on the PSK window, you can choose
the sound card.
