Bud...that was the issue. I did a clear Upload Date on my entire log, did the F8 thing and then set the upload flag for the 296 qso’s. This time the export got all 296!
Thanks Bud and Jim for the info.....

I believe DX4Win checks both the Upload Flag and the Upload Date before uploading. If Jim is correct and you previously uploaded those QSOs, you can use the LoTW/Clear LoTW Upload Date selection after you have filtered the 296 QSOs. Then those ~140 QSOs will get uploaded again.

I want to export all of these to LOTW so I went in to the dx4win LOTW menu and set the upload flag and it said 296 qso’s selected. Now when I do the LOTW export it says 157 qso’s exported. How come I did not get all of them...what am I doing wrong?
Harry, most likely, you had already exported ~ 140 of those QSOs, to
LoTW, so they did not get marked with the upload flag a second time.
If you really want to export this subset, regardless of whether they
were exported previously, use the main menu to get to File |
Import/Export, then just import the current selection (296 QSOs) to
ADIF. It will accomplish what you want.
