[Dx4win] Building Export File for LOTW

I believe DX4Win checks both the Upload Flag and the Upload Date before
uploading. If Jim is correct and you previously uploaded those QSOs, you
can use the LoTW/Clear LoTW Upload Date selection after you have filtered
the 296 QSOs. Then those ~140 QSOs will get uploaded again.
