Yes H.O. you are correct. I have saved several qsos by paying attention to 
this. The League expects both stations to use the same format for the 
callsign. I think what happens in lots
of cases is this - let's say I'm operating in a contest & I work a station 
signing N4ZZZ/PJ5, but when I go to "log" him, my contest program does not 
like the format so, in
order to satisfy the program, I change it to PJ5/N4ZZZ. When I later import 
the contest into DX4WIN, it goes in as PJ5/N4ZZZ & later (unless I remember 
to change it) it
goes to LOTW in the same format. One way to check & see which format the 
station in question actually used when HE uploaded to LOTW, is to go to LOTW 
& use the
"find call" option & type in the call in both formats & see which format 
reveals an "upload date".
