There is a possibility of a new political DXCC entity starting
Saturday, 9 July 2011, Southern Sudan:

This would be an entirely new DXCC entity, not a reincarnation of the
currently deleted ST0 entity.
Remember that to be added to the ARRL DXCC list, one of the following
*must* be true:
a) The entity is a UN Member State.
b) The entity has been assigned a callsign prefix bloc by the ITU.
(The exceptions to this rule are international organizations, such as
the UN and ICAO. These Entities are classified under Special Areas,
3.a); and Ineligible Areas, 4.b).) A provisional prefix bloc
assignment may be made by the Secretary General of ITU. Should such
provisional assignments not be ratified later by the full ITU, the
Entity will be deleted from the DXCC List.
It is not known whether or when either of those two conditions will be
satisfied. The entity will *not* be added to the DXCC list until that
time (countries are not added retroactively, nor are they back-dated).
Get on the air and work whatever you hear. I will release a new
country file as quickly as I can, once the ARRL has made their
announcement. After you install the new country file, your DX4WIN
country status will update automatically.
