Reports -> Click on the Award Flags button.  The default option is
"Clear Submitted".  You'll need to do this for every award that has
submitted flags set, i.e. DXCC Mix, DXCC Band, DXCC Mode, etc.

I don't think you are the first one to have this problem, going from
such an old version to this one.
