[Dx4win] Weak signal mode reports

Would it be possible to also allow signal reports recorded 
in -dB in the rstS and rstR fields?

As far as I can tell, only the traditiional RST or RS 
numerals i.e. 599 or 59 are possible, the minus character
certainly does not appear to be currently accepted.

I would like to enter sometthing like -22  or -07 in the 
rstS and rstR fields when working weak signal modes.
