[Dx4win] DX4WIN Data Updater - small bug

Sorry for all the replies.

Actually, I *was* right the first time, this is a real problem.  Wayne
WA1PMA confirmed it.  I can duplicate the problem by going into my
Windows "Date and Time Properties", on the Time Zone tab, and
checking/unchecking the "Automatically adjust clock for daylight
saving changes" check box (then trying to update again).  That's
actually good news, because it gives me an easy way to replicate and
debug the problem.  I do not have an estimate of when this will be
resolved.
