See message from W3UR below. This should make both the new PJ2 and
PJ7 "Point 1" countries, and thus, new DXCC entities:
http://www.arrl.org/files/file/DXCC/DXCC%20Rules.pdf
See section II, Part 1, item c)
PJ5 and PJ6 became Dutch municipalities on 10/10/10 (administered by
The Netherlands), so they should become a separate entity due to
geographic separation from the administrative region:
http://www.arrl.org/files/file/DXCC/DXCC%20Rules.pdf
See section II, Part 2, item b) part i)
However, PJ5 and PJ6 are too close together (25 KM) to become two
separate entities.
The only remaining question is the distance separation between
Bonaire, PJ4 and Saba, PJ6. If the ARRL decides this meets the 800 KM
separation requirement:
http://www.arrl.org/files/file/DXCC/DXCC%20Rules.pdf
See section II, Part 2, item b) part ii)
then Bonaire, PJ4 should be a new entity.
I will try to keep folks updated, and announce if a new country file
is available.

The United States Department of State has added Curacao and Sint Maarten to
the "Dependencies and Areas of Special Sovereignty" list. This now clears
the way for PJ2 and PJ7 to be added to the ARRL DXCC List. Hopefully the
ARRL DXCC Desk will now have everything they need in order to make the
official announcement as to the new DXCC Entities from the Caribbean. Most
likely it will be four new ones, as you editor has been predicting since
this past summer.
