[Dx4win] CIS Prefix Changes coming

I received a list of prefix changes from Russia this morning. It
looks like the changes took effect on 23 March 2010. The other major
change not summarized yesterday (below) is that all Russian islands
will begin with the RI (Radio-Italy) prefix, i.e.:
RI1AN - Antarctica
RI1FJ - Franz Josef Land
RI1MV - Malyj Vysotskij
RI1P
RI0....
The last two should maintain the same CQ zones they had before.
These changes are for NEW CALLS only from what I understand. In other
words, current UA2 stations who don't have a UA2F or UA2K prefix (like
UA2CZ) will continue to hold onto their calls, which don't fit into
the new callsign structure. They will have to be handled as callsign
exceptions in the country file.
I'm going to release the country file that I've been working on
Saturday, 27 March. The CIS prefix changes will be in the NEXT
release, tentatively scheduled the weekend of April 6/7.
