[Dx4win] CIS Prefix Changes coming

There is another overhaul of the CIS prefixes coming. Here is a very
high-level summary of the changes (using UA as an example, but would
likely apply to all prefixes beginning with RA-RZ and UA-UI):
* UA2 prefixes allocated to UA3 region (eg UA2U is the same district
as UA3U, etc.) except for UA2F and UA2K which remain as Kaliningrad.
* UA5 prefixes allocated to UA3 region (eg UA5L is the same district
as UA3L, etc.)
* UA7 prefixes allocated to UA6 region (eg UA7U is the same district
as UA6U, etc.)
* UA8 prefixes allocated to UA9 region (eg UA8R is the same district
as UA9R, etc.)
I have no idea when these changes are going to take effect. I will
not be changing the DX4WIN country file until I see an official
announcement.
