[Dx4win] v8.03 2 issues - "Saint county" and QSL in sequence

ARRL is supposed to be using this list of counties:

    http://www.countyhunter.com/counties.htm

This list does NOT have "Saint" but rather "St."  So I don't
understand how ARRL is getting them wrong.
