[Dx4win] v8.03 2 issues - "Saint county" and QSL in sequence

#1 is not a bug... you will have to fix your spelling to match the list 
that DX4Win uses. There does not appear to be a standard list as the 
spelling is not consistent between logging software.


I haven't tried QSLing yet, so I have no comment on #2.
