DX4Win doesn't require the Window's telnet client to be installed... and
unless you actually need it you probably shouldn't install it.
SSH is a safer client for accessing Unix boxes and such... putty is a
good one... telnet is pretty well deprecated. But this isn't relevant to
DX4Win.
The Telnet client built into DX4Win works exactly the same under Vista
as under older operating systems. It's not Vista Karl, it's probably
your setup.
Check under preferences Packet1 and make sure that
Type=Regular and COM Port=TCP/IP
