[Dx4win] DX4WIN.CTY - notes about QSL managers

Hi Folks,

I just wanted to clarify a couple of things about the QSL managers in
the DX4WIN country file.

The release notes on the web pages say:

    QSL Managers (changes only)

What this means is changes from already existing listings.  For
example, 9V1YC who used to be managed by N5ID is now managed by W5UE.
Or "VP2ETN starting 23 May 2009 is via JN1RVS" means that someone else
held that call (or was the manager), so send all QSLs starting with
<date> to the new manager.  If a new manager has taken over all QSLing
for a callsign, then the old manager is erased and is replaced with
the new manager.  If I listed all QSL managers that were added each
month, the list would be very long, and not very useful.

Second, most of the QSL manager data I collect is "after the fact".  A
large majority of the QSL managers that are added to the database come
from DX cluster spots.  I use custom software (that I wrote) to look
up "interesting" calls on QRZ.COM, filter out bad spots and compare
calls against existing managers looking for busted calls, etc.  Except
in rare cases, QSL managers for future operations will probably NOT be
in the DX4WIN QSL manager database until that operation has started or
finished.  Although I do get most of the on-line DX bulletins, it
would be large effort for me to preemptively add QSL managers to the
database (lots of cutting/pasting).  Getting (and verifying) the
managers from DX spots requires very little work on my part.

Finally, Manager Addresses are added/removed when a manager shows up
in the database two or more times. New addresses are downloaded from
QRZ.COM.  If an address changes, I have no way to detect that; I can't
look up 5000+ addresses each month!

I appreciate all the additions and corrections that people send me.
If there's something not right, please let me know so I can fix it for
next time.
