[Dx4win] ADIF to DXQ conversion for IARU contest

WriteLog is done (thanks SV1DPI).  I just need a log from N1MM now.

Note that the Rcvd field in DX4WIN is only 4 characters, so some of
the longer HQ abbreviations (like LABRE and VERON) will get truncated
(to LABR and VERO).
