Thank you for this explanation, which makes perfect sense. <duh - why didn't 
I think of that?> If the other stations are re-submitting the same QSOs, 
then it's possible that those 20 "unaccounted for" QSOs had been confirmed 
via an earlier download and won't be reconfirmed.

Maybe I'll perform another download in a few days, when I haven't just run a 
contest. The LoTW download file should be small enough that I can easily 
compare every downloaded QSO and see what's happening. Examining this 
download with 294 QSOs in it only made my head hurt! ;-)
