[Dx4win] Spot announcements

Hi John,

I may know what is happening, but am not 100% sure.  I think this only
happens if DX Spots are sorted by time (not by arrival).  The first
time a needed call is spotted, you'll get an announcement.  If the
same call/band/mode is reposted within <#> minutes, then you will NOT
get a new voice announcement.  Or maybe if it was already in the DX
Spots window, and gets reposted, you won't get a new announcement.
I'm not exactly sure what the mechanism is that blocks the subsequent
announcements, but it's something like that.

You can experiment yourself.  In DX4WIN, connect to the VE7CC which
supports the DXTEST command (you can make test spots that only go to
you).  Right-click on the DX Spots window and erase all spots.  Now in
the Packet window, do a DXTEST spot for something you need, like:

    DXTEST P5ABC 14025

You should get the voice announcement.

Now respot on a different frequency or with a comment, like:

    DXTEST P5ABC 14020 test spot

See if you get the announcement.  You probably won't.
