[Dx4win] Spot announcements

[W9RPM]

I have noticed that sometimes a Dx spot that comes through on any band that 
is a band country I need doesn't Voice Announce. Any ideas? Audio Voice is 
listed as Band/Call, and Award is listed as Award Band Not confirmed.
