[Dx4win] microKEYER II Question

Question below was originally posed to the microHAM reflector, but I was
advised it's an issue with DX4WIN. I'm not entirely convinced it's not
operator (me) error. Anyone else have the problem listed below or know of a
solution?

This is an issue with DX4Win not with Router. Check with 
the author of that software to find out why it is not 
properly opening/closing the serial port under Windows 7.
