[Dx4win] Some differences in DXCC summary after upgrade

I didn't think of that!  But the description is not 100% correct.

The confirmation options are not in the preferences, they are now in
the award manager.  For each award, you can pick whether they accept
QSL, LoTW or eQSL confirmations.
