I think you can right-click on My Computer and select Properties. Click 
on the Hardware tab, then the Device Manager button and you'll see your 
hardware, including Ports (COM & LPT).  Click the "+" to expand the 
list, then right-click on the port you want to change and select 
Properties.  The Resources tab should allow you to change the port 
number to a lower (unused) one.
