I can't answer your direct question, but a comment. I lost my main PC in a lightning surge and took over my wife's XP unit (and gave her a new Vista PC). I added a dual serial port card also, since it had NONE. I wanted the true serial ports to be 1 and 2. In the PC hardware setup I noted that OFTEN, a port would say "in use" that I didn't think was possible/logical. I assigned the serial card to Com 1 and 2, and all the USB ports to what I wanted (3-8), regardless of what it said, and re-booted. I never found conflicts. Checking the PC hardware list after the fact showed all were assigned as I wanted after that.

the PC would be too simple.
