[Dx4win] Kosovo and CQ accepting as DX

Hi Dick,

I have only seen YT8 and YU8 prefixes used from Kosovo.

I assure you, when it's added to the DXCC list, it will be added to DX4WIN in
short order.  I already have the entries sitting off to the side.  I will NOT
add it before then.
