[Dx4win] Merging DX4WIN country file data

I was sure it was a bug! (isn't it?)

I think there should be a way to merge the countries and mapping 
prefixes/dates.  May be by adding two more questions when merging... "Merge 
countries?"... "Merge mapping prefixes/dates?".

Consequently, one must not merge, but copy the new cty file.  But that way 
the customized QSL-managers, manager-addresses and exception calls will be 
lost.

I will continue updating my database by hand.  Jim, please keep including 
all the updating data in the txt file accompanying the cty. (MNI TNX!)
