[Dx4win] DXCC Reports

DX4WIN prefixes were chosen to match the DXCC Award Credit Listing.
This would make it easier for people to hand-compare their DX4WIN
reports with the report they received from ARRL. See these release notes:

Subsequent to those changes, I wrote a program to compare the DXCC Award
Credit Matrix from the ARRL LoTW site with DX4WIN.
Prefixes are changing, i.e. E7 will replace T9. E5 has already replaced
ZK2.
The country names should be obvious. In some cases, DX4WIN reflects the
legal country name (for a while, ARRL said Ivory Coast when the real
name was Cote du Ivoire).
I have written to the ARRL DXCC Desk several times over the last several
years regarding the differences between the printed ARRL DXCC List (and
rules, that you can purchase from ARRL) and the award credit listing. I
don't know that their on-line DXCC list (www.arrl.org/awards/dxcc)
completely matches either. Bill has always told me that they're working
to bring them into alignment, but it's an on-going process.
If you can't figure out something, just ask!
