I documented a procedure in an application note at http://dx4win.ad1c.us

Because there are several components to adding a new entity, I can't 
really see how a different application can be made more user-friendly. 
If you follow the steps that I documented, it WILL work.

Don't lose sight of the fact that there IS a bug in DX4WIN that can 
cause log data corruption when editing the country file.  However, the 
procedure I documented works around the bug, again, if you follow all 
the steps in order.
