writelog.ini?  You must change the CW cutoff in the DX4WIN's preferences 
(File > Preferences > QSO CW frequencies cutoff).

If a spot has a mode note, DX4WIN will use it.  If no mode is in the spot, 
DX4WIN will use the CW cutoff frequencies.
