You've stated what may very well be the reason Paul chose the
architecture he did.   If so, it's not an excuse, nor is it a
defective design.   It was a valid design decision made at the time
for the reason you've stated.

In order for Paul (and or Jim) to change the file structure to
something you personally approve of,  there would have to be an
incentive for him to do so.   Loss of existing market share,  or the
prospect of significant increased market share.    Such a drastic
change in the software architecture would be time intensive and have
an associated monetary cost.    Since DX4WIN seems to enjoy an
excellent customer base,   I doubt they'd be willing to invest such
time and money on a very limited return on investment.
