[Dx4win] TO5FJ - St. Barts

Starting 6 January 2008, TO5FJ will be the callsign used from the newest DXCC
Entity of St. Barthelemy.  More information at:

The first time you log a QSO with TO5FJ, just change the Prefix field to FJ,
then all future QSOs will log correctly.  I will not get a country file release
out in time for the DXpedition, but this call will be added for the next time.
