You can use group numbers to keep groups of QSOs associated with each 
other.  DX4WIN is limited to 253 groups (groups 0, 254 and 255 are 
special and reserved).  You could assign a unique group number to each 
county you operated FROM, given the limitation above.  The Group Name 
(associated with the number) could be the ST,County name, and you can 
print that on QSL labels.
