[Dx4win] DX4WIN.CTY Release #15 is in the works

A rolling stone gathers no moss.  Neither does the DX4WIN country file.

Based on new input from VK3EW and a little more research, I have come up with
more changes for the country file.

Please upgrade to Release 14 ASAP and let me know if other corrections or
omissions are needed.
