[Dx4win] Another EXT DATA Mystery

Back a few weeks ago, I was having problems accessing the QRZ data base 
on my hard drive until several pointed out that the data directory 
(CALLBK) should be in the root directory (C:\).  That change solved all 
my problems.  However, I was using the W-98SE operating system.

I recently had to press my laptop into service in the shack while I'm 
upgrading my desktop.  The laptop uses Windows XP.  When I do precisely 
the same thing on the laptop as I did on the desktop, DX4WIN reports an 
error and says there's no QRZ32.DLL in the EXT DATA directory.  (Also, 
when I go back to the EXT DATA setup menu, the DATA Source has reverted 
to "none" from the "QRZ CD.")  When I check the EXT DATA directory there 
is indeed a QRZ32.DLL file there.  I have even updated it to the latest 
version from the CD and also tried putting it into the CALLBK directory 
on C:\.  DX4WIN just doesn't see it no matter where it is.  I've also 
tried a variety of other setups without success.  I should also add that 
I can't get DX4WIN to access data directly from the QRZ or RAC CD ROM 
either.  The F3 command does put the call into the DX4WIN EXT DATA 
window, but no data is obtained.

Does anyone have any idea what's going on here.  It seems to be 
associated with W-XP.  All works well with W-98SE.
