[Dx4win] Additional Virginia "county"

Virginia has a LOT of independent cities - 42 if my count is correct.
 
However, adding a county called "Independent City" would likely louse  up a 
county count and thus might do more harm than good.  
 
Assuming the purpose of entering county info is for USA-CA purposes, a  
friend of mine who is a CQ card checker tells me that their rules ask you to  pick 
an adjoining county (once) for crediting an independent city.  Thus  perhaps 
the best procedure would be to assign the selected adjacent county, and  
perhaps make comments in the "note for call" field of the Independent  City.
 
However, for the Virginia QSO Party (of which I am a committee member) all  
counties and independent cities are multipliers, but that's another story.
