[Dx4win] PSK31 support for LPT keying

Hello Roger

Had the same problem here,they both have to be on the same port but it is
possible to use only cw on DTR or RTS
and cw control enabled in the psk window with 500ms PTT delay to key the
transceeiver.
All you need is a connector on your transceiver that allows CW and PTT on
the same pin.
This works fine on my FT-897 DATA connector.
