[Dx4win] PSK31 support for LPT keying

Larry, In Ver 6.0x, you have to geo into "Preferences" and "Control" and
switch the configuration from CW to PSK31 PTT and back and forth depending
on the mode you are using at the moment. In Ver. 5.02/03 the PTT keying port
was selectable in the PSK31 window. Now its a real pain to switch between
these modes as it requires you to go into Preferences and control each time
you change modes. I've alerted Paul numerous times about this and hopefully
it will be addressed in the next maintenance release.
