First, does the export from DX4WIN have all your QSOs, or does it end
on Sept. 29?
The ADIF file contains all qSO's
Second, what is the valid date range of your certificate? Use the TQSL
program, Certificate/Properties menu.
The certificate range ends on 29Sept.
If your ADIF export is complete - contains QSOs past 29 Sept - it's not
a DX4WIN problem. If the export ends there, make sure there's no filter
in effect.
If all the QSOs are in the ADIF export, it's either a certificate
validity range problem or a bug in TQSL.

It's clearly a certificate validity range problem---TNX.
But this means that a new certificate must be requested every time one
wishes to include the most recent QSO's?
