[Dx4win] packet cluster spots

This is not possible.  If you use the Windows Telnet program to connect to a
node, you'll see the same spots as DX4WIN.

The packet node-side filters only work when the spot is broadcast.  If you type
SH/DX, you will see *all* the spots, even those that were not spotted by W/VE.
Perhaps this is what you are seeing.
