I believe this is actually a Windows "feature" that has something to do
with quantization of the real-time clock. I know that the documentation for
XTreeWin mentions it, and that program actually allows you to set a time
window of >2 seconds when comparing file time stamps so that files with
time stamps differing by 2 seconds can be recognized as identical.
