[Dx4win] Strange flaw in Importing with DX4WIN Filter

There are a few of these, less serious than Mel's discovery -- for example, 
the Alt-A spot posting routine truncates the frequency rather than rounding 
it, so if your frequency is 14,195.99, what's spotted is 14145.9.  There 
are also some numbers off by one in the label printing routine, but I can't 
pinpoint those right now.
