[Dx4win] New DX4WIN.CTY available for Beta Test

I have spent countless hours working on the DX4WIN.CTY file and I need to
take a break! I got contributions of data and analysis from over 35 people:

Here are some statistics:
DX4W602 database:
2931 prefix mappings
841 callsign mappings
New database:
3874 prefix mappings
2360 callsign mappings.
I did extensive revisions in the prefix mappings of the former-USSR
callsigns. I'm sure I made some mistakes.

I would appreciate if some folks could follow the instructions to see if
there are any mappings that are incorrect. Please check your QSL cards
first to see if they are real differences or not. The more people help
out, the better this database will be.
