[Dx4win] Do these prefixes need changing and comparingARRL and DX4WIN reports?

I have been DXing for a number of years and I don't recall an arbitrary 
change of prefixes.  Would you care to provide some detail?

Besides, the ARRL does not give out prefixes.  That is done by, I believe, 
the ITU.
