DailyDX March 14, 2011 says the following:

"OH2BU, Jari, says the Daily DX February 4 update on M-V Island, Malyj
Vysotskij, was incomplete and told just the first half of the story.
He says Finnish authorities clarify that the new agreement on the
lease of Saimaa Channel that was signed by Prime Ministers Vanhanen
and Putin May 27, 2010 was ratified by the President of Finland, Tarja
Halonen, February 4, 2011 and now it is up to Russia to ratify.

The Russian Duma will consider it and the Russian government has to ratify
it for the process to move along.  Once that is done, the two
governments agree on a date to exchange paperwork.  The new agreement
will go into force 30 days later.  All of this takes some time.  The
agreement was previously expected to be in force by early January,
2011.  Unofficial word now puts the timetable as April.  Already,
several DXpedition applications have been denied by Russia, including
one backed "by the highest Finnish authority.""

Looks like the April date was a too optimistic target, now it seems that 
it will take some 2-3 months before the new agreement is in force and 
M-V Island ripe to deleted.
